- Narrative: Cordaid est totalement dédié à l'amélioration de la situation sanitaire en RDC, qui est faible à bien des égards. Cordaid soutient fermement les intentions du Ministère de Santé Publique (MSP) d'impliquer les communautés en tant qu'acteurs importants dans l'amélioration de leurs conditions de vie et la responsabilisation du gouvernement. Cordaid a noué un partenariat étroit avec la Division Provinciale de la Santé (DPS) du Nord-Kivu afin de développer et de mettre en œuvre un programme pilote du PBF Communautaire Cordaid, étant parmi les premières organisations à introduire le Financement Basé sur les Résultats (FBR/PBF) en Afrique subsaharienne depuis 2001 ; et en RDC depuis 2006, Cordaid voudrait se servir des résultats de ce programme pilote du PBF Communautaire (PBFC) pour améliorer la qualité de la participation communautaire. En même temps, Cordaid veut contribuer à lever ce goulot d’étranglement qui a longtemps bloqué les efforts d’une meilleure intégration du système communautaire en renfort au système de santé et de surcroit, au développement intégral des structures sociales de base. Ceci permettra d’émettre des hypothèses et/ou arguments supplémentaires afin de mener un bon plaidoyer tant au niveau national qu’international en vue de la mise en place d’un bon modèle de participation communautaire avec un système de motivation efficace et efficient, pouvant conduire à une meilleure appropriation et pérennisation des acquis de différentes stratégies de participation communautaire mises en place dans le pays ; mais aussi d’assurer le cas échéant, un passage à échelle à travers le pays.

- Narrative: Cordaid and local organisation RRAA are present in Balkh province (the target area for this pilot project) for more than a decade through implementation of emergency and development projects in 5 districts (Dawlatabad, Khulm, Dehdadi, Balkh and Chimtal). Since mid-2007 RRAA is implementing more structural development programs with the aim of institutional capacity building of agriculture and livestock cooperatives and access to micro credit (15,000 USD/Cooperatives) and other interventions in supporting agriculture and livestock. The current program can build on this presence and good relationships within the communities. Recently, Cordaid Afghanistan gained experience in a program with resilience aspects. In 2015, Cordaid together with other international organizations (Caritas Germany and Catholic Relief and Service) developed a joint program funded by the Ministry Foreign Affairs of Germany. The program is implemented in 5 provinces, including Balkh and is called ‘Mitigating Migration Causes by Strengthening Local Coping Strategies in 2 districts of Balkh province’ with an implementation period of August 2016 – December 2018. Cordaid and RRAA have gained good experiences and lessons learnt during the past two years of this German AA (Auswartiges Amt- Federal Foreign Office of German) project. Some of the results of this project are: - Establishment of 55 loan groups. They received 10,000 Euro per group as revolving fund, by which they have generated net profit of about 67,368 EUR (5,658,947 AFN). - Job creation for about 1650 individuals through access to loan (zero interest) - Prevention of 200 migration cases outside country through loan provision - Avoided destruction of agricultural land and houses through construction of protection- and retaining walls - Improved water-management through construction of aqueducts and canals, access to drinking water through digging of wells and installation of solar pumps. - Enhanced knowledge and skills of targeted community on WASH practices - Increased agriculture and livestock productivity (information from-project progress report and midline reflection report Dec 2017).

- Narrative: In fragile contexts, the key to achieving meaningful progress toward peaceful, just and inclusive societies is establishment of functioning, legitimate institutions that can manage conflicts peacefully. The mainstream literature and policy discourse have converged around the proposition that rebuilding core governance functions in fragile contexts, especially provision of security and justice, improving public service delivery, and enhancing citizen engagement, is crucial to overcoming fragility in the long-term . At the same time, critical reflections on how conventional peace-building and state-building policies and interventions play out on the ground challenge, for example, the refusal to acknowledge hybrid political orders in fragile contexts , where an array of non-state actors exert authority; a counterproductive focus on the form, rather than actual function, of state and non-state institutions ; and the potential negative impact of external intervention on (re)building the social contract between citizens and state . Cordaid promotes more effective, responsive and inclusive security and justice provision through its security and justice programmes. Cordaid has pioneered an innovative approach to tackling the aforementioned challenges through applying a results-based financing (RBF) model to security and justice provision. The approach is characterised by using the train & equip elements of standard security and justice sector reform incentives to focus on accountability and constructive relations between state duty-bearers and citizens. Informed by successful utilisation of RBF in the health sector, Cordaid first introduced an RBF approach to security and justice (S&J) in 2011 in DR Congo. Subsequently, two projects were rolled-out: Restoring the Contract (2012-17) in Burundi and DRC, and CISPE (2017- ) in DRC. In the course of implementing these initiatives, Cordaid has refined the RBF for S&J model, adapting to the needs of beneficiaries and feedback from external evaluations and donors, evolving toward an “RBF 2.0” that is fit-for-purpose in the existing context. Adaptations integrated into the latest iteration of RBF for S&J include separation of quantitative and qualitative (i.e. process-oriented) indicators to clarify targets for beneficiaries, inclusion of lower-level governance actors and civil society organisations in RBF, and splitting the community verification process into an end-user verification and a broader community questionnaire (to reach people who did not use RBF-associated services). Most of these changes are related to better include local community representatives (women, youth, local business associations, etc.) in the RBF process and promote accountability. The proven success of Cordaid RBF for S&J programming in Burundi and DRC calls for adaptation and scaling-out of this approach globally. To do so, assessment is needed of how Cordaid interventions in DRC impact the local political economy, that is, power relations between local political actors, formal and informal, who have a central role in security and justice provision, and between citizens (especially women, youth and marginalised groups) and power-holders. Action research will test the proposition that changes between RBF for S&J 1.0 and 2.0 have led improvements not only in the quality and quantity of services, but also the relations between service providers and local communities (that is, the social contract); and between traditional authorities (who have both formal and informal roles) and civil society organisations. Such a learning process will address the need for a more context-specific, flexible model which grapples with the local reality on the ground and the role of non-state actors. It will also grow the evidence base for the effects of what is a relatively expensive and labour-intensive alternative to other policies and interventions that address fragility. Integrating knowledge generated through action research in DRC, new models of RBF for S&J must be tested in diverse fragile contexts to better understand how political, social and other variables alter intervention effects, and nurture innovation. These lessons drawn from action research in DRC and adaptation to new test sites in Iraq and Sierra Leone will enable Cordaid to understand how RBF for S&J interacts with the hybrid political arena, and its impact on local dynamics between citizens (especially women, youth and marginalised groups), state institutions, and the informal sphere (insights of value to Cordaid RBF programmes in other domains); and generate a track record facilitating broad expansion of RBF for S&J interventions.

- Narrative: Burundi is frequently affected by natural hazards. Droughts in the northern and north-eastern provinces have affected over 3 million people in the last 20 years. Along the lake Tanganyika, flooding occur almost annually in and around the capital Bujumbura. Landslides happen often in the west due to torrential rains and risks are increased by deforestation and subsequent erosion. - Narrative: In the days after the passing of hurricane Irma, there was a wide range of issues related to getting much needed food, water and other supplies to residents throughout St. Maarten. Despite its best efforts, the Government of St. Maarten was unable to reach thousands of residents. When the full extent of these difficulties became evident, the Government attempted to use community councils as an avenue for reaching residents. However, as the councils have had no experience in emergency response, or community mobilization they were unable to efficiently or effectively reach the residents of their communities. Moreover, as the Government has had little formal dialogue or collaboration with the community councils, there was no existing relationship to build upon during the immediate disaster response period, further limiting support for residents.

- Narrative: The objective of this project is to increase the capacities of community councils throughout St. Maarten and support the development of community-driven emergency preparedness and response. In doing so, this project will improve community and national resilience throughout St. Maarten by strengthening the local community structures, strengthening social networks and improving the relationship with Government to ensure all residents are served.

- Narrative: The program will target 15 community councils throughout St. Maarten. The Community Councils are key components of St. Maarten’s civil society. These organizations were incorporated over a decade ago and were to serve as a voice of the residents of the communities they serve. As the voice of their communities, these organizations were to represent community interest, and act as intermediaries towards facilitating better communication between the government and the people of St. Maarten. Other not-for-profit foundations and associations exist throughout the island; however, the community councils are the only organizations established specifically to be representative of residents at a community level. Indirectly, this project will positively impact approximately 10,000 residents across St. Maarten. While this project focuses on the approximately 75 members of the various community councils that will participate throughout the programming period, the activities to be executed such as community mobilization, community engagement, hazard mapping and vulnerability identification will be to the benefit of all residents. Moreover, the increased collaboration with Government to provide public services directly to residents will benefit all.

Around 14.000, mainly women, children and elderly, fled to the town of Alindao and looked for shelter at the Catholic Church(Caritas), Cordaid compound and surroundings. While there was a measure of progress during the last 18 years, there are widespread concerns that that women’s rights and other social gains could be reversed with the potential return of the Taliban to the political order. The absence of women in formal peace negotiations has heightened these concerns. To protect women and girls’ rights and the gains achieved, women and civil society have to be capacitated to strategically and meaningfully contribute to the peace processes and to demonstrate that women and girls’ rights and a rights-based agenda has a broad based support in Afghan society. Likewise, more diversified perspectives on all matters concerning the peace talks will lead to stronger peace outcomes. They will, in particular, have to be prepared to make a case within an Islamic framework to counter traditional and religious groups supporting regressive gender norms.

- Narrative: The proposed action – implemented through a consortium constituting the Norwegian Refugee Council (NRC) and Cordaid – seeks to create jobs and income earning opportunities for displaced people and vulnerable host communities in Afghanistan, through private sector growth. It aims to build on and complement the Government of Afghanistan’s flagship EZ-Kar programme, a five-year project funded by the World Bank, the European Union, and other donors which aims to “strengthen the enabling environment for economic opportunities in cities where there is a high influx of displaced people”. More specifically, the proposed action is designed to complement EZ-Kar’s Component 2.2, which seeks to improve the market-enabling infrastructure in urban centres. This action will capitalise on the enhanced business environment created by EZ-Kar to increase the number of jobs created by local businesses, and, crucially, ensure that displaced populations benefit from these new job opportunities. This action therefore includes two main pillars: on the one hand, supporting micro, small and medium enterprise (MSMEs) who benefit from EZ-Kar’s enhanced business environment to further grow their business and create jobs; on the other hand, supporting youth from displaced and vulnerable host community families living in those areas to secure and retain decent jobs in these MSMEs.

- Narrative: The proposed action seeks to create decent employment for displaced and vulnerable host community Afghan youth by supporting private sector growth (impact). This approach is based on the premise that the vast majority of urban displaced Afghans rely on wage employment for their livelihood (as they lack access to land for agriculture/ livestock, and lack the social, technical, and financial capital to start a business), and that MSMEs therefore hold significant potential as providers of jobs for displaced people. This action seeks to unlock the employment-creation potential of MSMEs by supporting them to grow their business. The underlying assumption is that most MSMEs in Afghanistan are not currently employing due to lack of demand for current products and inability to produce higher-quality or new products at competitive rates. Most MSMEs in Afghanistan are stuck in a “survival” rather than expansion model. Supporting MSMEs to access capital, paired with provision of technical support and linkages to domestic or international markets, will therefore allow them to expand their business by increasing the quality and quantity of production and securing new customers. Increased production and sales, in turn, will allow MSMEs to hire new employees.

- Narrative: Cordaid promotes more effective, responsive and inclusive security and justice provision through its security and justice programmes. Cordaid has pioneered an innovative approach to tackling the aforementioned challenges through applying a results-based financing (RBF) model to security and justice provision. The approach is characterized by using the train & equip elements of standard security and justice sector reform incentives to focus on accountability and constructive relations between state duty-bearers and citizens. Informed by successful utilization of RBF in the health sector, Cordaid first introduced an RBF approach to security and justice (S&J) in 2011 in DR Congo. Subsequently, two projects were rolled-out: Restoring the Contract (2012-17) in Burundi and DRC, and CISPE (2017- ) in DRC. In the course of implementing these initiatives, Cordaid has refined the RBF for S&J model, adapting to the needs of beneficiaries and feedback from external evaluations and donors, evolving toward an “RBF 2.0” that is fit-for-purpose in the existing context. Adaptations integrated into the latest iteration of RBF for S&J include separation of quantitative and qualitative (i.e. process-oriented) indicators to clarify targets for beneficiaries, inclusion of lower-level governance actors and civil society organizations in RBF, and splitting the community verification process into an end-user verification and a broader community questionnaire (to reach people who did not use RBF-associated services). Most of these changes are related to better include local community representatives (women, youth, local business associations, etc.) in the RBF process and promote accountability. The proven success of Cordaid RBF for S&J programming in Burundi and DRC calls for adaptation and scaling-out of this approach globally. To do so, assessment is needed of how Cordaid interventions in DRC impact the local political economy, that is, power relations between local political actors, formal and informal, who have a central role in security and justice provision, and between citizens (especially women, youth and marginalized groups) and power-holders.

Subsequently, two projects were rolled-out: Restoring the Contract (2012-17) in Burundi and DRC, and CISPE (2017- ) in DRC. In the course of implementing these initiatives, Cordaid has refined the RBF for S&J model, adapting to the needs of beneficiaries and feedback from external evaluations and donors, evolving toward an “RBF 2.0” that is fit-for-purpose in the existing context. Adaptations integrated into the latest iteration of RBF for S&J include separation of quantitative and qualitative (i.e. process-oriented) indicators to clarify targets for beneficiaries, inclusion of lower-level governance actors and civil society organizations in RBF, and splitting the community verification process into an end-user verification and a broader community questionnaire (to reach people who did not use RBF-associated services). Most of these changes are related to better include local community representatives (women, youth, local business associations, etc.) in the RBF process and promote accountability. The proven success of Cordaid RBF for S&J programming in Burundi and DRC calls for adaptation and scaling-out of this approach globally. To do so, assessment is needed of how Cordaid interventions in DRC impact the local political economy, that is, power relations between local political actors, formal and informal, who have a central role in security and justice provision, and between citizens (especially women, youth and marginalized groups) and power-holders.

- Narrative: Conflict Risk Mitigation - Private Sector Vis-à-vis communities in Sierra Leone

- Narrative: For 18 months, Cordaid and AAD-SL have been working on a CMDRR project in 4 communities around Makeni and Port Loko. The Participatory Disaster Risk Assessment conducted in the area revealed that these communities were affected by Land and Water pollution from Industries. Next to Makeni (Tonka Village): About 10 years ago, a bio-fuel production company called Addax (originally partially financed by FMO) was created a few hundred meters upstream from the village. Prior to this, the community could use the water from the river for its daily use (food, drinking, cleaning, etc). After the implementation people (especially kids) started to get sick and having skin rashes, plants, animals, fish and other organisms living in water channel died. The community linked the effects to the factory and asked the company to resolve the problem. However, several years down the line the issue remains unresolved. instead the company provided one water tank for drinking water that is rarely refilled. The inadequate water service provision is causing water stress in this community that is now creating tension against the provider (Addax). Additionally, the company issued caution to the community against using any other water source including digging of shallow wells or bore holes. In this10 years after the implementation, no independent environmental impact assessment (EIA) was done to ascertain the extent of pollution and the health and Economic effects to the community. Next to Port Loko, (Manonkoh village): The village is almost surrounded by a wetland area that was used for growing crops (especially rice). In early 2000, an Iron mining company began operations a few hundred meters from this wetland. The mining company uses a very large amount of water that is then polluted during operations and is dumped into the surrounding wetlands (fields) of the villagers causing flooding. The company created an open reservoir that discharges polluted water into the community’s arable land making the lands unsuitable for farming. However, the amount of mining varies during the year, but unfortunately during the higher production period or during the wet season, the reservoir fills up quickly and the additional polluted water is then released in the community wetland, which at times reaches their village compounds especial during the peak of the rain season. Again, no independent EIA was done yet, so we can’t prove scientifically that the wetland is polluted, but only the excess water results in flooding the only bridge used by villagers to access shops/markets and schools and destroying rice paddies, reducing their livelihood and access to market places. For this two villages, the first step of this project aims to make an independent EIA. To make sure these assessments are authorized and recognized by government, we have to incorporate them in the designed EIA methodology. The outcomes will then be used to develop advocating strategies after we trained local partner and communities in advocacy and negotiation techniques. We will also use the knowledge gained during PFR 2 program in the mega Dam project in northern Kenya, where they were able to stop the construction of a dam until negotiations with affected communities were made and an independent Environmental impact Assessment put under scrutiny. Based on this experience we hope that negotiations with the different parties will result in identifying solution to reduce/stop this pollution as well as mitigate the conflict between communities and the company.

- Narrative: Cordaid aims to enhance community resilience in fragile and conflict-affected areas (FCAS). The main goal of the Resilience (Disaster Risk Reduction) program of Cordaid is: To assist vulnerable people and communities to become more resilient to disasters - in the face of climate change, environmental degradation and conflict / fragility - thereby enabling livelihood security, access to basic services, peaceful living, and inclusive economic growth. In many countries (disaster) risks for people are increasing through a combination of natural hazards and conflict / fragility. We see the following trends: - About 30% of all disasters take place in fragile and conflict-affected areas; many people are affected by both conflict / fragility and natural hazards. - 58% of deaths from disasters related to natural hazards (e.g. floods, cyclone, drought) take place in the top 30 fragile states [ODI, 2019], where there is lack of government capacity for Disaster Risk Management. - Especially in fragile contexts, climate change has a multiplier effect on conflict, and vice versa. E.g. climate change leads to increased tensions or conflict over access to natural resources (water, land); while fragility and conflict decrease people’s coping capacity towards natural hazards. - Migration and displacement – between or within countries – are increasing worldwide; this is partly caused by climate change, and can cause tensions in the areas where people are moving to. Therefor this project aims to enhance the capacity of Cordaid CO and partner staff on conflict risk analysis and conflict risk reduction, and the knowledge & learning of Cordaid on these topics. Herewith we can further improve the resilience of communities in areas affected by climate change, environmental degradation and conflict (risks), and we can build Cordaid knowledge and track record on this topic

Provide capacity strengthening to CO and partner staff re. the conflict (risk) analysis tool and the conflict (risk) reduction process. Document outcomes of the conflict (risk) analysis and do action research on the outcomes of implemented conflict (risk) reduction activities. - Narrative: Selon l’OMS, en 2014, il y a un déficit de 49,24% selon les normes pour les Sages-femmes et 43,29% pour les médecins. Cette situation est d’autant plus préjudiciable avec la sortie en masse non compensée ces derniers mois des Agents du Ministère de la Santé, admis à faire valoir leur droit à la retraite. Le district sanitaire de Bouar-Baoro, centre d’exécution du présent projet est situé dans la 2ème région sanitaire du pays et représente les 2/3 de la superficie et de la population de cette région. Il compte environ 269.045 habitants dont 64040 femmes en âge de procréer. Il existe 53 formations sanitaires dont un hôpital de district, 4 centres de santé catégorie A et 48 postes de santé. Le fonctionnement de ces formations sanitaires est assuré par 2 médecins, 8 infirmières accoucheuses, 55 matrones. Le fait remarquable est l’absence de sages-femmes dans ce district sanitaire. Le ratio médecin par habitant est de 1/134.523 et une infirmière accoucheuse pour 8105 femmes en âge de procréer. Le déficit de la couverture en personnel qualifié est comblé par l’intégration des matrones accoucheuses prises en charge en grande partie par la collectivité pour fournir les soins maternels et néonatals. Ainsi, la formation des matrones s’impose au district comme une solution locale avant la prise des mesures appropriées par l’Etat avec l’appui de ses partenaires.

- Narrative: Afghanistan battling the prolong armed conflict, injustice and poverty (54.5% people are below poverty line ) now facing the Coronavirus disease 2019 (COVID-19), which is an infectious disease caused by severe acute respiratory syndrome coronavirus. The disease was first identified in 2019 in Wuhan, China, and has since spread globally, resulting in the 2019–20 coronavirus pandemic and found more than 200,000 people infected globally and killed more than 6,000 people ( as of 18-March-2020). The World Health Organization (WHO) declared the 2019–20 coronavirus outbreak a pandemic and a Public Health Emergency of International Concern (PHEIC). Evidence of local transmission of the disease has been found in many countries. Afghanistan has a very poor health system in the world and has a very low Capacity. In the counter the health expenditure is US$ 905 per capita while the health ministry allocated US$ 58 per capita. More than 4 million of Afghan refugees are living in Iran and Pakistan. Iran was found the second most infected country in Asia after china, there are movement of refugees and other Afghan civilian to and from Iran, the COVID-19 cases has been detected in the country with 22 positive cases (as of 18-Marc-2020). The people in the country has concern on the reported cases because of the capacity of the government and do believe that the cases are much higher which may create another disaster in the country and may affect the whole region.
