- Narrative: As a result of various successful interventions of government and civil society in maternal health in Ethiopia the maternal mortality rate reduced from 1400 in 1990 to 353 in 2015 (WHO, 2015). However, the maternal mortality rate in pastoralist areas, remains high. For example in Afar the maternal mortality rate was still very high in 2011 with 717 deaths per 100,000 births (EDHS 2011). Cultural, social and economic factors at community level make that very few Afar women attend maternal health care services. The health care services that are available are few, ill equipped and understaffed. At the same time the quality of the training of health workers, more specifically midwives, leaves a lot to be desired.

- Narrative: In its 9 March ‘Cordaid by 2020 Grand Design paper’, Cordaid has reiterated its focus on fragile and conflict-affected areas. Fragility is among the root causes of forced migration and displacement, and our efforts in the region are aimed at addressing these root causes and at providing humanitarian assistance if possible linked to structural development efforts in education, health care and employment opportunities. Moreover, Caritas has since many years prioritized migration as a key advocacy priority with Pope Francis consistently calling for respecting the rights and dignity of refugees and migrants. Following his appeal, Caritas Internationalis with many Catholic partners launched a two-year global campaign on migration, called ‘Share the Journey’, which was kick-started by the Pope on 27 September in Rome. The MIND program will be aligned to this campaign. In 2017, in order to contribute to a society that understands the complexities, and responding to the challenges with humanity and respect while valuing the contribution of everyone working together to have a positive effect on our lives, community and place, the MIND project was launched. MIND, which stands for Migration. Interconnectedness. Development, is a three-year European Caritas project supported by the European Commission.

- Narrative: The MIND project aims to improve public understanding of the relation between sustainable development and migration, the role of migration in EU member states, and the EU contribution in development co-operation. It intends to increase the engagement of European society, its actors and its institutions, including government authorities, civil society organisations (CSOs), the private sector, faith-based actors, universities and knowledge centres, grassroots organisations, migrants and diaspora organisations, and refugee self-organisations. The project aims to address three areas of concern: • Root causes of forced migration: identifying reasons that force people to migrate, contributing to the understanding of linkages between migration and sustainable development, and addressing the immediate needs of people forcedly displaced. • Welcoming and integrating migrants and refugees: identifying safe and legal pathways of migration, promoting humane asylum policies and the participation and long-term integration in our societies. • Facilitating migrants’ contribution to sustainable development: involving migrants and diaspora as development actors in countries of origin, but also of destination.

- Narrative: - EU civil society/CSOs: as clearly outlined in sub-point (iv) of this chapter, consultations will be held with target groups such as civil society, majorly via survey or focus group discussions, their involvement in advocacy planning, their involvement in realizing campaigns etc. (see also logical framework - column: sources of verification). CSOs are considered as independent development actors, also when migrants/refugees CSOs. It will be essential to the success of the project, to systematically include diverse views, especially from civil society incl. from representatives of migrant / refugee communities. - Media: intensive cooperation will be organised with media representatives, so that media coverage on the topic of migrants and refugees is handled fairly and evidence based. This includes press trips and press conferences on the topic of D&M (incl. nexus to SDGs). - National/European policy makers: they recognise their responsibilities as well as the roles of other (potential) development actors in the domain of development cooperation, SDG promotion and D&M experts. They will be enabled to implement supportive policies, reflecting the global connectedness of decisions on D&M. - Private sector (enterprises / businesses): despite their general support for migrants / refugees in different occasions (e.g. sponsoring apprenticeships and language courses), businesses often just don’t find the right channels via which to act. MIND organisations will develop concrete action on D&M together with them within the multi-sector advocacy alliance component. - Researchers: universities and higher educational institutions significant stakeholders to involve for D&M-related advocacy purposes and community engagement. MIND organisations will develop concrete action on D&M together with them within the multi-sector advocacy alliance component. - Communities: community structures are often already involved in D&M issues, but do not have a steppingstone in order to expand their impact. They are in need of strong partnerships to channel their energy and apply practical solutions. Esp. via the Caritas regional outreach within each country, volunteers and Youth Action Groups involved in the project, capacity building and best practice sharing is rendered possible.

- Narrative: Suite à une dégradation rapide de la situation humanitaire dans les villes de Bria, Alindao, Bocaranga, Bangassou, Kembé, Bambari et Paoua en République centrafricaine (RCA), les pays voisins comme le Cameroun, la RDC, le Tchad ont accueilli en 2017 plus de 400 000 déplacés en moins d’un mois, record jamais atteint depuis le début de la crise. Cet afflux massif des déplacés internes a favorisé une grande pression sur les ressources locales en plus de mettre une pression importante sur les communautés d'accueil déjà très pauvres. En conséquence, et en raison du mauvais état des infrastructures sociales disponibles dans les communautés d’accueil, la peur des nouveaux déplacés internes de se faire tuer par les groupes armés à cause de leurs faciès ou de leurs appartenances religieuses, va accentuer le doute dans les têtes de ces derniers. Aujourd’hui, la situation reste très critique dans la plupart des communautés où se trouve les groupes armés dans le pays et l’espace humanitaire se réduit de jour en jour. Les populations restent sans assistance dans certaines localités contrôlées par les groupes armés et par endroit les acteurs humanitaires ont même été aussi la cible pour les attaque des groupes armées. Ainsi donc, en raison de sa longue présence opérationnelle et de la capacité dans les régions touchées avant et pendant la crise, Cordaid RCA est mieux placé pour accompagner la PCRC dans sa lourde mission de la conquête de la paix et de la réconciliation nationale et dans la recherche des réponses aux besoins identifiés. Cordaid RCA a tenu un rôle de premier plan dans toutes les récentes situations d'urgence en RCA et a établi une relation avec le gouvernement, le système des Nations Unies, les organismes locaux et les communautés. Sa vaste présence au niveau communautaire donne confiance et vie aux populations. D’où, l’approche intégrée multisectorielle (la cohésion sociale, l’autonomisation des populations victimes et le renforcement de la dignité humaine) permettra d’apporter une réponse globale à travers la promotion d’un dialogue inclusif et franc entre les différentes communautés religieuses et va redonner confiance aux populations locales et au déplacés internes. Nous pouvons aussi mentionner que Cordaid travaille déjà aussi avec un réseau des organisations locales (sociétés civiles). A travers cela, nous allons déjà établir des liens avec la communauté et le Gouvernement. La programmation dans toutes les composantes de notre approche est déjà de mise dans certaines régions à savoir Bangassou, Bangui, Alindao, Bambari où la violence est le vécu quotidien des populations. D’autres efforts concertés sont nécessaires notamment rendre fonctionnels et appuyer le travail des antennes de la PCRC dans les provinces, réhabiliter les infrastructures sociales, former et accompagner les populations vulnérables pour leur autonomisation. C’est dans ce cadre que Cordaid-RCA propose à MISEREOR pour la phase III de son intervention, un programme axé sur la cohésion sociale avec les aspects d’autonomisation et appui aux Activités Génératrices de Revenus (AGR), l’accès inclusif aux services de santé, à l’éducation et le Wash. Sur demande des leaders lors des rencontres organisées en fin Janvier 2018, le programme soutiendra leurs actions d’engager les communautés pour la consolidation de la paix et la réconciliation nationale en travaillant étroitement avec toutes les antennes de la Plateforme des Confessions Religieuses implantés au niveau des préfectures et qui sont déjà fonctionnels.

- Narrative: After the conclusion of Mosul operation, the fall of Talafar and Hawija, the only area still under control of Islamic State in Iraq is a stretch alongside the western border with Syria, in Al Anbar region, where military operations are currently ongoing. After seizing the town of Tal Afar, the coalition forces, focused their efforts on Hawija, in Kirkuk district. The first phase of military operations to retake Hawija and east Shirqat from ISIS began on September 19th , followed by the start of the second phase 10 days later. The operations displaced over 7,000 people in the first week, out of the 78,000 estimated to be trapped inside the city. Most of the people that left the area fled west towards Salah-al Din governorate, with smaller numbers moving north to Kirkuk. Most people had to walk for up to 12 hours and some had to swim or wade across the Little Zab river on their journey to safety. Return movements to villages in east Shirqat began almost immediately after the villages were retaken from ISIS. The provision of basic services such as water, electricity, sanitation and waste removal, the ability to generate income, access to food and healthcare have been reported as important push factor to determine people’s return to their place of origin, as well as, assistance with home repairs, access to education, psychosocial services and legal assistance for home and property issues. Fighting are still on going in the province of Anbar, where Iraqi forces launched an operation to retake control of the districts of Rawa and al-Qaim, the last stronghold of ISIS militants located on the border of Iraq and Syria. Over the last month there have been reported of several clashes as the Iraqi Security Forces (ISF) took control of disputed areas in Ninewa, Kirkuk and Diyala governorates. An estimated 165,780 individuals (27,630 families) have been displaced after Iraqi forces began moving into the disputed areas on October 16th. However, IDP movement is fluid and returns are occurring alongside displacement. Due to recent clashes in disputed territories up to 2,000 individuals fled from areas in Ninewa Governorate to camps and urban areas in Dahuk Governorate. An estimated 61,000 individuals fled to Erbil and Sulaymaniyah, following the military operations in and around Kirkuk. Over 90% of the individuals were reportedly displaced from Kirkuk, while the remaining fled from the nearby governorates of Salah al-Din and Diyala. Several thousand families have also fled Makhmur and Gwer areas in Erbil and Ninewa governorates respectively, as ISF gained control of additional districts in disputed territories in these governorates. No significant population movement has been observed in the north of Ninewa (Sinjar, Zummar, Rabea).

Based on assessment findings, priority will be given to the affected population according to severity with regards to loss and damage to lives and household assets and to prioritize highly vulnerable groups (women-, child-, and/or persons with disabilities-headed households; PLWs and households with children more than 4 children). Where newly accessible and underserved areas have very high level of need, and where vulnerability-based exclusion of parts of the population in the targeting could create tensions and conflict within the community, do-no-harm principles will take priority and blanket coverage will be considered as the most appropriate method. - Narrative: Cordaid South Sudan has to upgrade the equipment and skills in provision of safe water supply to the most vulnerable. In acute emergencies (e.g. massive IDP movements), emergency water supply units like Village Drill are required to provide timely support. For host communities that have hosted IDPs for longer period, many of them have boreholes beyond repairing, and a rig for drilling boreholes is required. We have visited discussed with IOM on the use of Village Drill in Unity which found that the boreholes done by Village Drill are efficient and effective. We have also consulted Dorcas who has a rig for drilling boreholes in Wau and it is feasible for NGOs to operate. It is more cost-effective in the long run. As there are more IDP movement in Upper Nile, one VillageDrill system is requested to be procured and preposition in our Malakal office (Upper Nile). In places like Guit of Unity, there are only 2-3 functional boreholes for the whole county and the prominent needs all voices is to have new boreholes to survive. One rig is requested to be procured and preposition in our Bentiu office (Unity), which can then serve 3-4 nearby counties including Guit. We talked with WASH cluster and NGOs (Dorcas) running rig to confirm this is feasible. Training for staff, and drilling on operations will be conducted before deployment. Without such equipment, we are considered by cluster with similar capacity as national NGOs (e.g. UNIDO can do what we are doing - borehole rehabilitation), and we could not demonstrate our capacity to intervene in where there are outstanding needs in WASH. Cash grant for Livelihoods and Food vouchers: This project plans to assist 600HHs who were the FS beneficiaries of 2017 in Wau and Upper Nile (under SHO & SSJR3) to move from emergency phase to recovery by restoring their livelihood capacities or having food consumption improved. Some of these 600 beneficiary households can become more self-reliant and do not need to rely on external assistance on food. Some of those 600 households who do not have the capacity to take up cash grant to develop their livelihoods at this stage, they will be provided with food vouchers to improve their food security.

- Narrative: Due to decades of war, the massive destruction and the atrocities by warring factions (ISIL is an important but not the sole perpetrator), the needs on Mental Health and Psychosocial Support (MHPSS) both in Iraq and Syria are high. All ethnic, religious and tribal groups have suffered, but the last years - due to ISIL - minorities were hit the most. MHPSS is an emerging policy area. This responds to growing understanding of the prevalence of mental health conditions like anxiety and depression due to collective and individual trauma in fragile contexts. Those conditions also affect individual life courses and collective capacities to overcome fragility. MHPSS has the potential to support these collective capacities when it is strengthened by or integrated in a community approach, Primary Health Care and (S)GBV treatment. The treatment capabilities for MHPSS are lacking due to the erosion of health systems and to the stigma of MHPSS. The latter means that few healthcare professionals have been educated to provide MHPSS. The gap between the many needs and the small number of caregivers is called “treatment gap or “mental health gap”. This project builds upon the trackrecord of the successfull implementation of 5 projects so far that have been addressing MHPSS, often in combination with Primary Health Care (PHC). In Spring 2017, Cordaid started MHPSS with Memisa funding and continued in 2018 and 2019. The projects were complemented in 2018 and 2019 with OCHA and WHO funding. Since January 2019, Cordaid provides MH in the hospital of the city of Sinjar and PSS in a community center in the same city in a one-year project. Sinjar is infamous because it is the symbol of the evil ISIL committed and where they committed genocide, rape and sexual slavery to the Yezidi people. The collective trauma of the slowly returning Yezidis is immense. Because of similar context and needs in Syria Cordaid will expand its activities to health care in Aleppo. Cordaid will add MHPSS to one Health Facility in the city of Aleppo that was reconstructed earlier by the Humanitarian Aid Unit of Cordaid. This will benefit inhabitants of a very traumatized region. The expansion to Syria will increase Cord-aids profile in Syria among donors and policy makers too.

Firstly, the fact that in global health interventions and education interventions, it is often difficult to quantify where exactly the needs are highest, and how resources should be allocated. Interventions often take place based on incomplete information, and among international actors (such as Cordaid), there can be a tendency to simply continue working in areas (both geographically and thematically) where previous interventions have taken place. Secondly, it is often very hard, after a program has ended, to quantify and demonstrate objectively the effects of the intervention.

- Narrative: Since the outbreak of Coronavirus (COVID-19) in Wuhan, China, the global public health threat posed by COVID-19 is high, with more than 1,400,000 reported cases worldwide. The DRC Ministry of Health confirmed the first case of COVID-19 in the DRC on March 10, 2020. The DRC President decided enhanced screening, quarantine measures and movement restrictions to reduce the spread of COVID-19, along with recommended basic protective measures (hand-washing and social distancing). However, DRC is a vast country, with more than 80 million inhabitants leaving in dire conditions. The health system is weak and will not be able to handle a major health crisis. Many people don’t have access to clean water, stay together in small spaces and live from hand-to-mouth. In addition, a health crisis could rapidly turn into a social crisis, as the informal sector accounts for more than 80% of the economy. Faced with the spread of this epidemic in DRC, it is urgent to sensitize populations to raise awareness of the danger posed by this disease and to respect the recommendations of the health authorities for proper prevention against the pandemic. As a result, prevention and preparedness are key to prevent from a global crisis in DRC.

- Narrative: On 4 August 2020, at 18:00 (Beirut time), a warehouse at the Beirut Port containing 2,750 tons of ammonium nitrate exploded. More than 160 deaths were reported, with an additional 5,000 persons injured, and more than 60 persons still missing. Hospitals have been overwhelmed with casualties as many ICUs were already reaching capacity with COVID-19 patients. The explosion also damaged countless buildings in Beirut. Multiple medical facilities, including several major hospitals, sustained structural damage. The Government of Lebanon estimates that the explosions have left more than 300,000 people homeless. Wide-spread trauma is reported by national partners. The explosion has negatively impacted public psychosocial and mental health capacities in Lebanon, which were already diminished due to the economic crisis, devaluation of the national currency, and the ongoing COVID-19 pandemic: it is reported that three public psychiatric hospitals have stopped admitting patients, the two private hospitals, St. Georges Hospital and Hotel Dieu de France, were severely damaged and stopped admitting psychiatric patients.
